| Resolution Opposing the National Popular Vote (NPV) Michigan House Bill 6323 |

| To Preserve the Constitution of the United States of America |
| To Maintain the Integrity of the Presidential Election |
| By Opposing the "National Popular Vote Interstate Compact" |
| October 15th, 2018 |

| WHEREAS, the Constitutional method of electing the President of the United States through the Electoral College was the method deemed best by the founding fathers of the United States of America for ensuring state sovereignty because all states, both large and small, are included in the presidential election process; and |
|
| WHEREAS, the "National Popular Vote Interstate Compact" (NPV Compact) would radically change the way we elect our President through a questionable legal maneuver by changing the rules of presidential elections via a compact between as few as 12 states instead of the normal 38 states needed to amend the Constitution; and |
|
| WHEREAS, the "NPV Compact" would be a direct violation of Article I Section 10 of the United States Constitution which states "No State shall, without the Consent of Congress... enter into any Agreement or Compact with another State;" and |
|
| WHEREAS, in the 2016 President election, Donald Trump won 2,621 counties to Hillary Clinton's 497, which represents about 84% of the geographic United States. However, Clinton won 88 of the 100 largest counties. Wthout these 100 largest counties Clinton would have lost by 11.5 million votes; and |
|
| WHEREAS, the interests of Michigan ought to never be ruled by the whims of people from any other state or section of our republic; and |
|
| WHEREAS, if ever a compact encroached on federal and state sovereignty, the "NPV Compact" would. If the "NPV Compact" goes into effect, its proponents will have effectively changed the presidential election procedure described in the Constitution, without the bother of obtaining a constitutional amendment; and |
|
| WHEREAS, the "NPV Compact" would undermine the sovereignty of the People of Michigan and give more populated areas power over the voice of all the states; therefore, |
|
| BE IT RESOLVED, the Michigan 10th Congressional District representing the will of the people of the Counties of St. Clair, Lapeer, Sanilac, Huron, Eastern Tuscola, and Northern Macomb County strongly encourages the Michigan State Legislature to reject any attempt to enact or assent to the "NPV Compact." |

| BE IT FURTHER RESOLVED, that the Michigan 10th Congressional District (which is in agreement with the National Republican Patty's Resolution of August 5, 2011) opposes this attempt to undermine the U.S. Constitution and the Electoral College by way of the "NPV Compact." |

| BE IT FURTHER RESOLVED, that a copy of this resolution be transmitted to the Republican Members of the Michigan State Legislature, the Governor, The Republican National Committee, and be posted in perpetuity on http://district10gop.com in a readily accessible location as a downloadable document. |
